TelePacific Communications Acquires Orange County Internet Xchange

TelePacific Communications, a provider of integrated voice and data telecommunications services in California and Nevada, announced it has completed the acquisition of Orange County Internet Xchange, a dedicated provider of carrier class colocation services.
According to a release, OCiX operates a 10,000 square-foot SAS 70 Type II certified facility located in Santa Ana, Calif.
"Network reliability and security remain paramount concerns to our customers," said Dick Jalkut, President and CEO of TelePacific. "
The legacy OCiX data center allows us to deliver the redundant facilities that are in high demand by banks, hospitals and other businesses in highly regulated industries."
TelePacific extended employment offers to OCiX employees at the time of the acquisition close and is fortunate to have them continue to support legacy customers.
TelePacific is a privately-held company and the financial terms of the deal were not disclosed.
TelePacific Communications is a telecommunications carrier.

NSW:Toddler nearly drowns in family pool
SYDNEY, Dec 2 AAP - A two-year-old toddler is in hospital after he was discovered face
down in a backyard pool in Sydney's southwest.
The boy's parents noticed he was missing from his home at Airds about 8pm (AEDT) on
Thursday before discovering him floating face down in a temporary pool in the backyard.
The parents performed CPR and called emergency services, who took the boy to Campbelltown
Hospital, police said.
He was transferred to Sydney Children's Hospital, where he remains in a stable condition.

CANBERRA, Dec 7 AAP - Federal independent MP Tony Windsor says the resignation of the
Murray-Darling Basin Authority's chairman won't affect the final decision on a plan to
manage the river system.
Michael Taylor has resigned amid a dispute over legal advice about the Water Act and
the authority's role.
Mr Taylor, in his resignation statement, said the Act meant his agency could not "compromise
the minimum level of water required to restore the system's environment on social or economic
grounds".
Prime Minister Julia Gillard says her advice is that final basin plan should consider
environmental, social and economic issues.
Mr Windsor, who is chairing a parliamentary inquiry into the issue, said the resignation
of Mr Taylor would not have any impact on the debate.
He said there were always going to be problems with the Water Act, which the Howard
government introduced in 2007 to stem political support flowing to then Labor leader Kevin
Rudd over his stance on climate change.
"At the end of the day, the (Murray-Darling Basin) authority had no authority," Mr
Windsor told Sky News.
"The parliament has the authority. The parliament should use the information it gets
... and then make some deliberations.
"Who the chairman (of the MDBA) is ... at the end of the day won't make a lot of difference."
Mr Windsor said the Water Act - which he voted against when it was introduced to parliament
- was badly designed, but it was now up to MPs to make it work.
"Proceeding forward, I think that what we've got to do is get the information together
and have the debate in parliament and then a decision will be made whether something happens
or nothing happens," he said.

Qld: Tick of approval for Sun Coast transport corridor
BRISBANE, April 30 AAP - A new route chosen for a high-speed rail, road and bus link
through the Sunshine Coast will not require property resumptions, the Queensland government
says.
Main Roads Minister Craig Wallace on Friday released details of the preferred corridor
for the project, known as the Multi-Modal Transport Corridor.
A revised plan was to require at least 50 property resumptions for a 1.8km section
through the Hideaway Waters area.
But Mr Wallace said that pending federal environmental approvals the transport link
would be built along the corridor's original route, across the Mooloolah River.
"We listened to the community, took their concerns on board and the route we've chosen
is the one that will have the least impact on the community," Mr Wallace said.
Scheduled for completion by 2026, the plan provides for a high-speed, arterial-standard
road to reduce travel times between Caloundra, Mooloolaba and Maroochydore and reduce
congestion on Nicklin Way.
It also includes a new rail line between Creekside and Maroochy Boulevard.

Fed: Qantas engineers overworked and losing sleep - union
SYDNEY, Dec 17 AAP - Qantas and Jetstar engineers who will walk off the job on Thursday
say they are overworked, often getting less than four hours sleep between jobs.
The Association of Professional Engineers, Scientists and Managers Australia (APESMA)
says a small group of heavy maintenance engineers from Sydney, Brisbane and Avalon could
strike for up to five business days, with more industrial action planned throughout the
month and into January.
APESMA says Qantas is refusing to negotiate a new collective agreement and will not
agree to fatigue management demands or company-sponsored professional development and
training.
The association's senior industrial officer Alison Rose said the engineers, who provided
24-hour support for the Qantas and Jetstar fleet, were often called during the night after
they had already worked an eight-hour shift.
"For example, in a 24-hour period, they might take a number of calls overnight, having
done a full day's work ... and not get enough sleep between those jobs," she told Fairfax
Radio Network on Thursday.
"So they could be getting less than four or five hours of sleep between each of the calls."
Ms Rose said the strike had been carefully planned to avoid disruption to travellers
over the Christmas period.
"There will be minimal if any impact," she said.
"The impact will be felt, obviously, if Qantas doesn't come back to the table and start
talking with us again in January."

A memorial service for a Sydney family slain in their own home has begun in a packed
hall at Olympic Park .
Led by chanting Buddhist monks dressed in orange gowns .. five caskets containing the
bodies of the Lin Family have been slowly wheeled into the Badgery Pavilion.
Before filing into the pavilion for the service .. hundreds of mourners have written
messages on two large banners printed with photographs of the family.
BRENDA LIN will speak briefly at the service which is also being attended by Federal
Opposition Leader MALCOLM TURNBULL .. local MP MAXINE McKEW .. and officials from the
Chinese embassy.
The funeral will be followed by a private ceremony at Macquarie Park Cemetery and Crematorium
later this afternoon.
45 year-old MIN LIN .. his 43 year-old wife YU LI LIN .. their sons HENRY and TERRY
aged 12 and nine .. and Ms LIN's sister IRENE YIN were killed while they slept in their
beds in North Epping .. three weeks ago.

FED: Kidnapped Australian released by internet scammers
An Australian man taken hostage in Gambia by Nigerian internet scammers has been released
and his captors arrested.
71 year old JUSTIN LIEBIG was seized on February 1 after being lured to Gambia by the
scammers and held in the town of Kololi .. 15 kilometres west of the capital .. Banjul.
The Gambian police chief says the gang tied Mr LIEBIG up in a toilet and covered his
mouth before demanding almost 10 thousand dollars from his family for his release.
Seven people .. including six Nigerians .. have been arrested and charged with crimes
including conspiracy .. kidnapping and obtaining money by false pretences.
Most of the ransom money paid by Mr LIEBIG's relatives is believed to have been recovered.

HOBART, Aug 26 AAP - A Tasmanian government report on altruistic surrogacy recommends
that parties to such an arrangement be required to lodge a formal agreement with the Family
Court.
The report examining altruistic or non-commercial surrogacy was tabled in parliament today.
It forms part of a national review of state and federal surrogacy laws searching for
national uniformity.
The report calls for nationally consistent legislation to stop shopping around in jurisdictions
for altruistic surrogacy services.
Committee chair Lin Thorp today said in a statement that while a surrogacy agreement
lodged in the Family Court would be legally unenforceable, the Family Court should be
able to make subsequent orders relating to a child born as a result of an altruistic surrogacy
agreement.
The committee also believes that it is time for a national birth certificate to be
implemented with a complimentary register that stores relevant parental data for the benefit
of children with expanded parental circumstances, she said.
It is also recommended that all prospective surrogate women should carry at least one
previous child to term before being eligible to enter into any surrogacy agreement and
that any prospective party should be at least 21 years of age, she said.
The committee also is of the view that any prospective party to altruistic surrogacy
should be required to undertake counselling and legal advice.

Qld: Industry calls for skills, infrastructure funding in budget

BRISBANE, April 21 AAP - The Australian Industry Group (Ai Group) has called on the
Queensland government to direct more funds towards developing infrastructure and worker
skills.
In a survey the Ai Group released today, Queensland businesses identified a skills
shortage as the issue most restraining growth.
Almost 80 per cent of respondents in the survey, entitled 2008 Queensland Industry
Perspectives: A Snapshot of Industry Issues, said a lack of skilled labour would most
affect their businesses in the next 12 months.
More than 190 businesses responded to the survey, across manufacturing and related
sectors. They represent 10,000 employees and a sales volume of $3 billion.
Ai Group's Queensland director Chris Rodwell said the coming state budget must target
improving the state's workforce.
"Queensland's current skills plan certainly has most of the right policy settings.
The issue, therefore, comes down to one of funding," Mr Rodwell told AAP.
Also of concern to industry was the state's infrastructure.
More than a quarter of Queensland businesses believe the availability of industrial
land is the biggest infrastructure issue they face in the next year.
Next comes roads, with about 23 per cent of respondents saying poor roads would limit
the growth of their businesses. This problem was more serious for businesses outside of
Brisbane.
Mr Rodwell said the issue of land availability was a surprising finding.
"The availability (problem) also comes with an issue of affordability, not only in
south-east Queensland but in particular regional areas, especially Gladstone, Mackay and
Townsville," he said.
"Industry is also finding itself landlocked.
"On the Gold Coast, sprawling residential development is encroaching on industrial
land and it certainly raises significant problems."
The state government will hand down its budget on June 3.

SYDNEY, Dec 17 AAP - Children and teenagers rank outdoor activities and hanging out
with friends well above sitting in front of a TV or a computer, a new study has found.
More encouraging to parents, young people have not increased the total time they spend
using computers and mobile phones in the past 12 years.
Most parents think their children benefit from technology but only 11 per cent of those
surveyed allowed their kids to have internet access in their bedrooms, the Australian
Communications and Media Authority (ACMA) study found.
The government authority regulates internet, telecommunications and broadcasting in
Australia, which includes supporting parents in filtering what their children view over
the world wide web.
The ACMA report, Media and Communications in Australian Families 2007, took 18 months
to complete and surveyed 751 family households with children between the ages of eight
and 17.
Children spend 51 per cent of their free time engaging in their four favourite pursuits,
which focus around outdoor activities and hanging out with other people.
Watching TV ranked fifth followed by reading/drawing, listening to recorded music and
playing video or computer games.
The study found children spent the other 49 per cent of their free time using electronic
devices such as TVs, iPods, mobile phones, computers and gaming devices.
The proportion of time spent on physical activity and with friends has not changed
since a 1995 report produced by the former Australian Broadcasting Authority.
The current study did not measure how children use multiple technologies at once, but
ACMA chairman Chris Chapman said their ability to multi-task was baffling.
"Their ability to actually fit in nine hours, 10, 11 or 12 hours into the traditional
seven hours of discretionary time is a marvel of the modern world," Mr Chapman told reporters
in Sydney.
Nearly 100 per cent of households surveyed have three TVs, two DVD players, two computers
and three mobile phones.
About 91 per cent have internet access, 76 per cent have access to broadband services
and 77 per cent have an electronic gaming console in the home.
The survey found the average child watches about two hours of TV a day and is on the
internet about 1.25 hours a day.
Internet usage increases to 2.5 hours per day for young people between the ages of 15-17.
For mobile phone usage, just over half of children surveyed used a phone over a period
of three days with an average daily usage time of 19 minutes.
A resounding 96 per cent of parents saw the benefits of their children using the internet,
82 per cent favoured TV and 80 per cent saw the safety and security of keeping in touch
with their children via mobile phones.
Mr Chapman said ACMA has struck a balance in its education programs to schools and
family households to shield children from unsavoury content without stifling technology.
"We don't have any anecdotal evidence that we are standing in the way of industry," he said.
"And through this research and other feedback mechanisms, we're putting more investment
into some of the emerging technology."

wild video posted online and has urged the public not to over-react.
The video which can been seen on youtube features drinking games .. stunts and a person
dressed in a KKK outfit.
Mr Howard says the soldiers were just letting of steam.
He says it's up to the military to decide on whether disciplinary action should be taken.

CANBERRA, Feb 12 AAP - The newly renamed Department of Immigration and Citizenship
is set to overrun its budget by at least $50 million this year, a Senate committee has
heard.
Department secretary Andrew Metcalfe today told an estimates hearing that increased
activity in the wake of the Palmer report into immigration bungles had led to cost blowouts.
Increases were concentrated in computer systems and training, notably in NSW and Queensland,
and in units handling the controversial 457 visas for temporary migrant workers.
"We are having to work very hard to provide the sort of results that we would wish
to provide and live within our budget," Mr Metcalfe said.
"We are in what I would regard as a significant overspend situation."
He said the government had approved an "overspend" of about $14 million, but the final
figure for the year would be between $50 and $60 million, or three to four per cent of
the department's budget.
The cost overrun had not come out of the blue, as the department had been "ramping
up" activity to respond to issues identified in the Palmer report into immigration bungles,
he said.
Mr Metcalfe said the department hoped to save on stationery costs by producing more
reports on DVD - prompting Labor senators to joke about watching an exciting annual report
on the small screen.
"It's amazing what you can fit on a DVD," he said.
Meanwhile, the department's deputy secretary, Carmel McGregor, said it would cost about
$20,000 to change the branding from the Department of Immigration and Multicultural Affairs
to the Department of Immigration and Citizenship.
The name change took place last month as part of Prime Minister John Howard's cabinet reshuffle.
The renaming would require changes to signage, stationery, corporate uniforms, business
cards, fact sheets, the website and department intranet, Ms McGregor said.

PETER COSTELLO has announced grants totalling 850 thousand dollars .. to upgrade 17
drug and alcohol treatment facilities across the country.
The treasurer says the money will be spent on office upgrades and minor building repair work.
Mr COSTELLO says the grants are a sign of the Commonwealth government's support for
non-government treatment .. as part of the war on drugs.

Derrick
Today a derrick is used in the construction of something useful to mankind. Many years ago, however, a derrick was used solely for the destruction of mankind; it was a device to hang people. And only the common people at that. Nobility was accorded the courtesy of beheading.
This gruesome word was named after Godfrey Derrick. Whether he actually invented the gallows that bear his name is unclear but as the official executioner for Queen Elizabeth I and James I, his qualifications assured him a place in the dictionary. Derrick (or Derick) was said to have hanged or beheaded at least three thousand persons.
Derrick came to his job in an odd way. According to a story during Elizabeth's reign, Derrick was convicted of rape while serving under the provost marshal in the expedition to Cadiz headed by the second Earl of Essex, Robert Devereaux. For this crime he was sentenced to death. But the earl pardoned him when he agreed to become the executioner in London. Ironically, when Essex himself, a onetime favorite of the queen, was condemned to death in 1601, Derrick was his executioner. As a nobleman, Essex was not to be subjected to the indignity of hanging. He was entitled to be beheaded, which was Derrick's responsibility. But Derrick botched the job on the block. He hacked three times at Essex's neck before he severed the head. Essex's friends were so incensed that they rushed Derrick to give him the same treatment he had given Essex. Fortunately for Derrick, guards reached him in time to rescue him.He rides circuit with the devil,
